Mark Goodwin


Mark is Supervisor Burgis’ Chief of Staff, advising the Supervisor on the county budget, economic development, water, the East Contra Costa Fire Protection District, and state and federal legislation. Mark also manages media inquiries, stakeholder relations, and the District 3 office staff.

Prior to joining the Supervisor’s staff, Mark worked for 13 years managing political campaigns and nonprofit advocacy organizations. Mark has a Master’s in Public Policy from the Goldman School of Public Policy at UC Berkeley, where his major client work focused on county government.

Lea Castleberry

Lea is Supervisor Burgis’ Deputy Chief of Staff currently serving the unincorporated areas of Bethel Island, Byron, Discovery Bay and Knightsen.  She attends a variety of advisory body and community meetings in the areas of law enforcement and emergency services, public policy, delta waterways and aquatic weeds to keep Supervisor Burgis apprised of the various issues in District 3. 

In addition, she handles constituent issues, and appointments and resignations for the various volunteer committees, commissions and councils within District 3.  Prior to joining Supervisor Burgis’ staff, Lea worked for former County Supervisor Mary Nejedly Piepho for 12 years.  Lea joined the District 3 Staff with broad experience working in the public sector.

Teresa Gerringer

Teresa is Supervisor Burgis’ Communications Director. She also advises the Supervisor on special projects, including the Census 2020 effort. Teresa is a 22 year resident of Contra Costa County and experienced community leader.

She has demonstrated a commitment to enhancing the quality of life in her community, the region, and the state. Recently elected to the Lafayette City Council, and with 18 years of service on the Lafayette School Board, a Bachelor of Science in Public Administration, and an MBA, she brings the background and experience in governance, communications, advocacy, and community building essential to work with Supervisor Burgis to get things done. 

Previously, Teresa served as District Director to State Senator Steve Glazer, and was a political strategist, working with schools, public agencies, and candidates to share their stories with voters. She has a lifelong passion for and commitment to public service.

Alicia Nuchols

Alicia is a District Representative for Supervisor Burgis currently representing the unincorporated areas of Diablo, Blackhawk, Camino Tassajara, and Clayton.  She attends meetings associated with transportation, public works, conservation & development and agriculture.  Prior to joining Supervisor Burgis’ staff, Alicia worked for former County Supervisor Mary Nejedly Piepho for 3 years. 

Alicia and her husband reside in Clayton and have two children they are extremely proud of.

Dawn Morrow

Dawn represents Supervisor Burgis in the communities of Oakley and Antioch. Among her areas of focus are the Northern Waterfront Initiative, Veterans, Senior citizens, Health and Human Services, Animal Services and other regional constituent issues. She attends various advisory body and community meetings to keep the Supervisor informed of current issues.

A background in graphic design, Dawn contributes to design and materials development, maintains the District 3 website, bi-weekly newsletter, and social media accounts. 
Dawn and her husband Brad have been residents of Oakley for over 25 years, where She has stayed actively involved in her community.

Manny Bowlby

Manny is responsible for all District 3 office operations and manages Supervisor Burgis’s day-to-day schedule. Manny has been known to work miracles, accommodating requests to meet with Supervisor Burgis and responding to constituent concerns.

Fluent in Spanish, Manny serves as the District 3 translator as well.
