§         Randy Atkins, Pacheco resident, acknowledged Doug Stewart’s hard work and dedication to the Homeless Outreach Program;

§         Roland Katz, Public Employees Union Business Agent, Local 1, read an excerpt from an article in the Contra Costa Times about income disparity in the state and in the country;

§         Nicole L. Evans, Richmond resident, regarding feelings of disappointment surrounding the procurement of a birth certificate for her son;

§         Teralyn, a minor child, recited passages from the California Government Code Sections 54950, 54954.2(a) and 54954.3;

§         Charles Evans II, Richmond resident, told the Board he was disappointed the County did not take any action on his grievance;

§         Doris Glasper, Pittsburg resident, requested the Board not cut the Preschool and Community Health Outreach program in Pittsburg.

ACCEPTED the status report on the progress of service delivery and cost model developments for East Contra Costa Fire Protection District (ECCFPD); ACCEPTED City Gate & Associates “Final Report: Fire Service and EMS (Emergency Medical Services) Master Plan”; REQUESTED District III and V Supervisors to work with County Administrator (CAO) and ECCFPD staff to determine the County’s authority under current law to alter the governance of the District, and to work with city, community service district, and unincorporated area representatives to identify an optimal governance structure; DIRECTED CAO and ECCFPD staff  to work collaboratively with the cities to develop public survey questions and work toward an agreement between the cities and county on when to begin a public survey; DIRECTED CAO and ECCFPD staff  to have discussions with County Counsel and the City Councils to decide on the level of governance; and DIRECTED Chief Weisgerber to poll the various agencies to determine the best day on which a standing monthly meeting can be set.

RECEIVED the update report on Other Post Employment Benefits (OPEB) from the OPEB Task Force; ACKNOWLEDGED that the March 1, 2007 report to the Finance Committee defines and describes the OPEB liability for Contra Costa County; ACKNOWLEDGED that significant progress has been made on developing a strategic plan to address the County’s OPEB liability; ADOPTED an OPEB funding target of 100% of the potential liability for the retiree population; ADOPTED the allocation of resources detailed in the report towards the OPEB liability; DIRECTED the County Administrator to begin pre-negotiation meetings with County labor representatives regarding the development of possible plans and models for benefit reform; and INCLUDED as policy goals to A) support state and federal legislative reform of health care costs and B) perform an organization-wide performance audit to examine maximization of cost savings and efficiency.

C.175  SUPPORT professional development conference focused on children’s exposure to domestic violence to be held October 5, 2007 in Walnut Creek, and AUTHORIZE the Chair, Board of Supervisors, to send a letter to the County’s Congressional delegation, civic leaders, and local businesses, inviting their participation and support of the children exposed to domestic violence conference, as recommended by the County Administrator. C.176  DETERMINE that the proposed vacation of a drainage easement crossing portions of Assessor’s Parcel  Nos. 117-350-121, 084, and 086, is not subject to the California Environmental Quality Act, and DETERMINE that this proposed vacation of drainage easement is no longer required for drainage purposes, as recommended by the Public Works Director, Concord area. C.177  APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to submit the Fiscal Year 2007/08 Contra Costa County Area Agency on Aging Area Plan Update to the California Department of Aging and AUTHORIZE the Chair, Board of Supervisors, to sign the Letter of Transmittal.  (All Districts)

C.181  ADOPT Resolution No. 2007/325 authorizing, on behalf of Liberty Union High School District, the sale and issuance of Tax and Revenue Anticipation Notes (TRANs) in an amount not to exceed $10,000,000, as recommended by the County Administrator. C.182  APPROVE and AUTHORIZE the Purchasing Agent to execute a purchase order with Perkin Elmer Life and Analytical Sciences, Inc., in the amount of $107,592 to purchase and install two headspace gas chromatographs for calibration of alcohol breathalyzer equipment for the Office of the Sheriff’s Forensic Services Crime Lab. (Budgeted: 30% County General Fund, 70% fees) (All Districts)

C.185  APPROVE and AUTHORIZE the Purchasing Agent to execute a purchase order, on behalf of the Sheriff, with Lenco Armored Vehicles in the amount of $242,914 to purchase a BearCat armored vehicle with 2006 State Homeland Security Funds based on the State of California Governor’s Office of Homeland Security sole source authorization. The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the Housing Authority and the Redevelopment Agency.  Persons who wish to address the Board should complete the form provided for that purpose and furnish a copy of any written statement to the Clerk.

 

All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Board votes on the motion to adopt.

 

Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those persons who are in support thereof or in opposition thereto.  After persons have spoken, the hearing is closed and the matter is subject to discussion and action by the Board.
