Russell V. Watts was first elected in June 2010 as Treasurer and Tax Collector of Contra Costa County, Watts is responsible for the collection, safeguarding and investment of over $3.5 billion in public funds. He serves as ex officio member on the County’s Retirement Board, representing the county at large. He also serves on the County’s Debt Affordability Advisory Committee and OPEB Trust Advisory Group, and is the Plan Administrator for the County’s Public Agencies Post-retirement Health Care Plan Trust. Watts is a member and past-president (2015-2016) of the California Association of County Treasurers and Tax Collectors and serves on multiple association committees. He also serves as a member of the CalTRUST Board of Trustees and of the Executive Committee of the ABAG Finance Authority. He has 25 years of experience in treasury operations, and holds a Master’s in Public Administration from University of North Carolina—Chapel Hill (’93).
