Project Overview
The work to be done generally consists of surface treatment work in the unincorporated Bay Point, Lafayette, Pacheco, Contra Costa Centre areas, and Kirker Pass Road. Work by site includes:
- Site 1 - Bay Point applying either an asphalt rubber chip seal covered with a type II slurry seal or applying a type II slurry seal only on various roads; select roads will require a mill and overlay.
- Site 2 - Pacheco Area placing asphalt rubber chip seal covered with a type II slurry seal, and a mill and overlay on Concord Ave.
- Site 3 - Contra Costa Centre includes applying a micro-surfacing on various roads.
- Site 4 - Kirker Pass Road includes placing a micro-surfacing on a portion within the unincorporated area of Concord and a portion within the city of Pittsburg limits.
Work in all areas also includes pavement surface preparation including: weed spray, crack sealing, edge grinding, and thermoplastic stripe removal; adjusting and setting survey monuments, placement of thermoplastic traffic striping and pavement markings.
Work will begin on the surface treatment project after the 2023 Countywide Pavement Digouts Project, has repaired the existing pavement.

Outreach Program
The bidder shall make a “Good Faith Effort”, and document this effort, to obtain sub-bid participation by MBE’s, WBE’s, OBE’s, SBE’s and LBE’s in accordance with the project special provisions to be eligible for award. Bidders that have not attended a pre-bid meeting in the last 12 months should attend the County pre-bid meeting noted in the Notice to Contractors. The pre bid meeting will include an overview of the Outreach Program requirements and staff will be available to answer your questions.
