Envision Contra Costa 2040
Envision Contra Costa 2040 is a comprehensive review and update of the County's General Plan. The process began in late-2018 and the final document will be adopted in 2020.

Byron Airport Development Program
Existing General Plan policies and zoning regulations for Byron Airport prohibit most of the uses necessary for the airport to reach its aviation potential and achieve economic self-sufficiency. To promote economic development, the County intends to amend its Airport Land Use Compatibility Plan, General Plan, and Planned Unit District zoning to substantially broaden the range of uses allowed by right on the airport property.

Climate Action Plan Update
The Climate Action Plan (CAP) is the County’s strategic approach to reduce greenhouse gas (GHG) emissions from sources throughout the unincorporated area. The CAP is being updated in parallel with Envision Contra Costa 2040. Envision Contra Costa 2040 will provide the long-term resiliency framework of goals and policies, and the CAP will provide strategic implementation programs to show how the County will reduce GHG emissions complementary to the State’s climate goals.

Renewable Resource Potential Study
Contra Costa County, through a grant from the California Strategic Growth Council, in 2018 conducted a study of the potential in the County for renewable energy, particularly wind, solar, biomass, and biogas.

Bayview Residential Project
The project proposes 144 single-family homes and associated internal roadways on an approximately 78-acre project site in the Vine Hill / Pacheco Boulevard area. The project also proposes four open space parcels, one of which is proposed as a park.

Brentwood Oil and Gas
The applicant requests approval of a Land Use Permit to allow the establishment of an approximately 60,000 square-foot gas and oil well pad on an agriculturally zoned 160-acre parcel located in unincorporated Brentwood.

CEMEX Clayton Quarry
The project will revise the approved reclamation plan to respond to changed circumstances which have resulted in the approved reclamation plan’s infeasibility and to provide an environmentally superior alternative for reclamation.

Creekside Cemetery
The proposed Creekside Memorial Park Cemetery would occupy 58.7 acres of a 221.66-acre site, which includes an upper garden and a lower garden located on two parcels at 7000 Camino Tassajara in the Tassajara area.

Keller Canyon Landfill
The Keller Canyon Landfill (KCL) is located at 901 Bailey Road, in unincorporated Contra Costa County near Pittsburg, CA. This proposed project consists of operational changes specified in the application (LP082026) submitted by Keller Canyon Landfill Company (KCLC) requesting to amend the facility’s existing Land Use Permit (LUP 2020-89) Conditions of Approval.

Martinez Refinery Renewable Fuels Project
Planning Application for the Martinez Refinery Renewable Fuels Project. The permit would allow the conversion of Marathon's Martinez Refinery facility from the processing of crude oil, to the processing of renewable feedstocks. The renewable feedstocks are expected to include biological based oils (i.e. soybean oil and corn oil), rendered fats, and other miscellaneous renewable feedstocks including used cooking oils or other vegetable oils.

Phillips 66 Rodeo Renewed Project
Planning Application to transform the existing Rodeo Refinery into a facility that converts renewable feedstocks into renewable diesel, renewable components of other transportation fuels, and renewable fuel gas through the use of existing refinery process units.

Scannell Properties proposes to build two warehouse fulfillment buildings totaling approximately 325,000 square feet on a 29.4-acre site in the unincorporated North Richmond area of Contra Costa County.

Spieker Senior Continuing Care
The project includes a requests of approval for a Preliminary and Final Development Plan to allow for a Continuing Care Retirement Community (CCRC) that consists of 354 independent living units, 100-unit health center, maintenance building, parking structure, clubhouse, and recreation building. Additionally, the project includes a request to approve a tree permit to remove approximately 353 trees.

North Richmond Heavy Distribution Use Prohibition- Zoning Text Amendment
On November 29, 2022, the Board of Supervisors adopted an Urgency Interim Ordinance Extension No. 2022-27 prohibiting the establishment or expansion of fulfillment centers, parcel hubs and parcel sorting facilities (Collectively “Heavy Distribution”) in the unincorporated North Richmond area of Contra Costa County. The Department of Conservation and Development and other County agencies will research and analyze the potential individual and cumulative impacts from Heavy Distribution.

I-680/Treat Blvd Bicycle & Pedestrian Improvements
The proposed project would provide a plan that identifies improvements to serve bicyclists and pedestrians using the Treat Boulevard/I-680 corridor between the Iron Horse Trail, through the Interstate-680 (I-680) over-crossing ("over-crossing") near the Contra Costa Centre/Pleasant Hill BART station area, and extending west to Geary Road/North Main Street in the City of Walnut Creek. The I-680/Treat Boulevard over-crossing is one of the main arteries into the Contra Costa Centre/Pleasant Hill BART station area from areas of Walnut Creek west of the freeway.

Iron Horse Corridor Active Transportation Study
This Study will explore opportunities and constraints for further developing the active transportation features within the Iron Horse Corridor. Contra Costa County ("County") will be the lead agency on the Study. However, the Study will be developed collaboratively and include stakeholders such as the cities (Concord, Pleasant Hill, Danville, Walnut Creek, San Ramon), East Bay Regional Park District, Contra Costa Transportation Authority, utility companies and advocacy organizations. The Study will include an extensive public outreach component, existing conditions analysis, transportation analysis and alternatives development and analysis.

Marsh Creek Corridor Multi-Use Feasibility Study
The proposed Marsh Creek multi‐use trail would create a new major non‐motorized east‐west thoroughfare for expanded commuting or recreational opportunities. It would provide non-motorized access to Downtown Clayton, Diablo View Middle School, Mount Diablo, Round Valley Regional Reserve, and the existing Marsh Creek Trail through Brentwood and Oakley.

Senate Bill (SB) 743
In 2013, Governor Brown signed Senate Bill (“SB”) 743 (Steinberg), which creates a process to change the way that transportation impacts are analyzed under California Environmental Quality Act (“CEQA”). June 23, 2020, the Contra Costa County Board of Supervisors adopted Transportation Analysis Guidelines to aid in the preparation of traffic analysis for project applicants and staff.

WCCTAC Program Update
WCCTAC first implemented a transportation impact fee via the Subregional Transportation Mitigation Program (STMP) in 1997 and has conducted an update of the fee program this year, in 2019. The fee helps fund transportation projects to mitigate the impacts of new development. Per Assembly Bill (AB) 1600, the Mitigation Fee Act, this website hosts documents required to meet public noticing requirement.
