Project Description:

Approximately ten years ago, County staff worked with the community of Bay Point to develop the Bailey Road Bike and Pedestrian Plan, with the goal of creating an aesthetic, safe, and transit-oriented town center for Bay Point. An initial component of the Bailey Road Bike and Pedestrian Plan is the undergrounding of existing overhead utilities.

The Bay Point Utility Undergrounding Project (Underground Utility District No. 31, Bay Point area) is one of the first steps towards creating a more aesthetic downtown by relocating existing overhead electrical and communication lines to an underground trench. The California Public Utilities Commission provides a program called "Rule-20A" that governs the funding of utility undergrounding for community core areas such as along arterials or in downtown areas. 

The Underground Utility District was formed by a unanimous vote by the Contra Costa County Board of Supervisors on September 10, 2013. PG&E has selected Underground Construction Company to perform the work and construction started in September 2019. The current estimated date of completion for the project is December 2020. Project Limits: Bailey Road from the State Route 4 westbound onramp north to Willow Pass Road, then along Willow Pass Road from Bailey Road to the Pittsburg City limits.
