Project Description
The Housing Element is one of seven mandatory elements to a local jurisdiction's General Plan. State law (Senate Bill 375) requires jurisdictions in the nine-county San Francisco Bay Area, including Contra Costa County, to update their Housing Element based on an eight year planning period that begins in 2015. One of the main focal points of the update is the state law requirement of every local jurisdiction to plan for its share of the state's housing needs for people at all income levels. The Housing Element update, which will cover the planning period from 2015 to 2023, will be prepared by the Department of Conservation and Development. The Housing Element will be reviewed and considered by the County Planning Commission and then presented to the Board of Supervisors for adoption. The Housing Element update will be based on accommodating the County's Regional Housing Needs Allocation (RHNA), adopted by the Association of Bay Area Governments (ABAG).
