Phillips 66 Propane Recovery Project

Overview

The Phillips 66 Propane Recovery Project proposes refinery processing equipment improvements to recover for sale propane and butane from refinery fuel gas (RFG) and other process streams. The project will decrease sulfur compounds from RFG streams at the Phillips 66 Rodeo refinery in Contra Costa County. 

The Recirculated Final EIR and Land Use Permit #LP12-2073 for the Propane Recovery Project were approved by the Board of Supervisors on February 3, 2015. On December 1, 2016, the Contra Costa County Superior Court set aside the County’s certification of the Recirculated Final EIR and the approval of Land Use Permit #LP12-2073. On May 23, 2018, Phillips 66 reapplied for a land use permit to implement the Propane Recovery Project. Review of the current application will include a Second Recirculated Draft and Final EIR
