Contra Costa County maintains franchise agreements with utilities, which use the County's road right of way to transport their product. The County's Pipeline Franchise Ordinance establishes procedures and requirements for pipeline companies to use County right of way. The Pipeline Franchise Ordinance and Fee Resolution (PDF) was last updated and approved by the Board of Supervisors in 2013.
