As Supervisor Burgis’s Chief of Staff, Teresa is responsible for administrative and management operations for the office and advises on special projects and policy issues. Teresa is a 27-year resident of Contra Costa County and experienced community leader. She has demonstrated a commitment to enhancing the quality of life in her community, the region, and the state. 

Teresa is in her second term on the Lafayette City Council (serving as Mayor in 2022), and with 18 years of service on the Lafayette School Board, a Bachelor of Science in Public Administration, and an MBA, she brings the background and experience in governance, communications, advocacy, and community building essential to work with Supervisor Burgis to get things done. 

Previously, Teresa served as District Director to State Senator Steve Glazer, and a political strategist, working with schools, public agencies, and candidates to share their stories with voters. She has a lifelong passion for and commitment to public service.

Alicia is the Deputy Chief of Staff for Supervisor Burgis currently representing the unincorporated areas of Bethel Island, Knightsen, and Clayton and the City of Oakley.  She manages constituent case work within her geographic areas. She attends advisory body and community meetings as well as meetings associated with transportation, public works, conservation & development, and agriculture.  She provides a direct line of communication back to Supervisor Burgis on any issues within her communities.  Alicia handles District 3 resignations and appointments to the many County volunteer committees, councils, and commissions. She also oversees the administrative functions and the day-to-day operations of the office.

Alicia graduated from Sonoma State University with a Bachelor of Science in Business Administration with an emphasis on Human Resources & Organizational Behavior. Prior to joining Supervisor Burgis’ team, Alicia was a District Representative for former Supervisor Mary Nejedly Piepho.

Stephen is the Senior District Representative for Supervisor Burgis currently representing the communities of Antioch, Brentwood, Byron, and Discovery Bay. Among his areas of focus are Broadband, Economic Development, Education, Emergency Management, Public Safety, and Veterans. He also staffs several committees and attends various community meetings to keep the Supervisor informed of current issues.

An East County native, Stephen grew up in the City of Antioch and graduated from Deer Valley High School. He later went on to earn an associate degree from Los Medanos College before transferring to Southern New Hampshire University where he earned his Bachelor of Arts in Political Science.

In addition to his work with the county, Stephen proudly serves as a non-commissioned officer in the United States Air Force Reserves and is currently pursuing his Masters in Public Administration from the University of San Francisco. Previously, he served the residents of East Contra Costa County for several years at the federal level as a Constituent Representative with the Office of Congressman Jerry McNerney.

Peter is the Communications Director for Supervisor Burgis’ office and handles media inquiries and communication to the public. His policy focus areas include housing, homelessness, the Delta and transportation. He also serves as a representative to the City of Brentwood.

Prior to joining Supervisor Burgis’ staff, Peter worked as a political consultant to improve educational outcomes, transportation and housing throughout the Bay Area. He holds a master’s degree from UC Berkeley and a bachelor’s degree from Boston University. Previously, he has served as a Peace Corps volunteer in the former Soviet republic of Moldova. Peter has called Contra Costa County home for more than a decade and volunteers as a youth soccer coach.

Brenda is the Scheduler and Office Manager for Supervisor Burgis’ office. She handles scheduling for Supervisor Burgis and day to day office operations. Brenda is an East County native and grew up in Brentwood, where she currently resides. She transferred from Los Medanos College to San Jose State University, where she earned her bachelor’s degree in justice studies and became a first-generation college graduate.

Prior to joining Supervisor Burgis’ office, Brenda worked at a local nonprofit serving victims of interpersonal violence. She has interned at Elmwood Correctional Facility, where she interviewed women in minimum and medium security units to evaluate their needs and eligibility for rehabilitation programs.

Brenda is fluent in Spanish, and she enjoys reading and soccer

Ashleigh is a District Representative for Supervisor Burgis. As the newest member of the staff, she is currently learning the work of the county and the district. Ashleigh, a proud East County native, has deep roots in the local community. She grew up dancing at local dance studios and cheering for a local cheer team, eventually leading her to become a dance teacher. With a passion for giving back, Ashleigh aspires to further her education, pursuing her bachelor's degree in public administration and business. Her commitment to community service is a driving force in her life.

Before joining Supervisor Burgis' office, Ashleigh worked in the mental health and medical industries, gaining invaluable experience in collaborating with government agencies and advocating for the needs of her community. Ashleigh also cares deeply for the arts and youth development, having worked with a non-profit organization that empowers families to fundraise for their children's artistic pursuits.
