About the APC

The Application and Permit Center (APC) first opened in downtown Martinez in August of 1990. We then reopened at our current location in January 2012. Our desire is to make permit processing easier for you, our applicants. We do this by enhancing the coordination of permitting services, presenting clear information, and providing as many development-related services as possible in one office.

The APC processes over 10,000 permits per year, serves between 60 – 100 walk in customers each day, and responds to over 150 calls for information every day. In addition to serving unincorporated areas, we also provide services for the cities of Clayton, Hercules, Lafayette, Moraga, and Orinda. We maintain a full service branch office in Lafayette, and a limited service office in Brentwood for your convenience.

The service delivery team at the Center is made up of staff from Building Inspection, Planning and Public Works. Our Planning counter staff take in applications for land entitlements such as applications for subdivisions, variances, and land use permits. They clear applications and answer customer inquiries about land use history, zoning, and General Plan land use designations. Our Public Works Permit Technician issues permits for right-of-way encroachment, drainage, flood control, construction in high flood hazard areas, transportation of over-sized loads, and answers customer and staff questions about the role of Public Works in the development process. Our Building Inspection counter staff take in permit applications, check owner verifications, contractor licenses, and workers' compensation insurance. They also issue permits over the counter for some projects. Other projects are put into plan check for more in depth plan review.

Your projects are important to us. We appreciate your desire to go through the process of obtaining building permits. Our hope is that having staff from all three groups, (Planning, Building & Public Works), accessible in one place to serve you will help you obtain your permit as quickly as possible. Please call us with your questions.

To avoid frustration, please allow enough time when you come to get permits. Our counter staff are subject to time constraints too. We can't guarantee it, but normally, if you arrive before 3:00 pm Monday thru Thursday and 2:00 pm Friday, we can issue your permit.
