WCCTAC Program Update

Project Overview

The West Contra Costa Transportation Advisory Committee (WCCTAC) is a regional planning agency charged with obtaining the funding for regional transportation improvement projects in West Contra Costa County. WCCTAC’s jurisdiction encompasses the western portion of the County, including unincorporated areas as well as the Cities of El Cerrito, Hercules, Pinole, Richmond and San Pablo.

WCCTAC first implemented a transportation impact fee via the Subregional Transportation Mitigation Program (STMP) in 1997 and has conducted an update of the fee program this year, in 2019. The fee helps fund transportation projects to mitigate the impacts of new development. Per Assembly Bill (AB) 1600, the Mitigation Fee Act, this website hosts documents required to meet public noticing requirement. Please see the County's Ordinance to adopt the fee program update, the Development Program Report (DPR), and WCCTAC's Nexus study (located at end of DPR).
