The Department of Conservation and Development implements a number of programs and policies to make it easier to improve the energy efficiency, health, and safety of your home.

Home Energy and Improvement Programs

Bay Area Regional Energy Network (BayREN)

Work with a participating contractor and receive rebates for individual and packaged upgrades that bring comfort, energy savings and healthier indoor air quality to your home.
Green Building

Green building is a "Whole-Systems" approach for designing and constructing buildings that conserve energy, water, and material resources and are healthier, safer, and more comfortable. Discover resources to make your home more green.
Neighborhood Preservation Program

The Neighborhood Preservation Program provides financial assistance to low-income homeowners for home rehabilitation projects in order for homes to be brought up to current building codes, eliminate blight, improve energy efficiency, improve accessibility, and enhance older housing stock.
PACE Financing

“PACE” stands for Property Assessed Clean Energy. PACE financing allows individual property owners to voluntarily join an assessment district and borrow money for the purpose of making energy or water efficiency improvements to their property.
Weatherization

The Weatherization Program is a Federal and State-funded program whose purpose is to assist low and/or fixed income people in making their homes more energy-efficient. The program is available regardless of whether you own or rent, live in a house, apartment, or a mobile home.
