Project Overview

Scannell Properties proposes to build two warehouse fulfillment buildings totaling approximately 325,000 square feet on a 29.4-acre site in the unincorporated North Richmond area of Contra Costa County. The project also includes the following: off-site roadway improvements, utility connections, traffic calming measures, removal of five trees, export of 23,715 cubic yards of soil/import of 33,089 cubic yards of soil, permanent fill of 0.145 acres of wetlands/waters of the United States, and annexation into the West County Wastewater District.

Project Location

The project site is located at 81, 155, and 177 Parr Boulevard on the northeastern corner of Richmond Parkway and Parr Boulevard. The site is within unincorporated Contra Costa County. The project site and immediate unincorporated County lands are surrounded to the east by the City of Richmond and further east by the City of San Pablo, and to north, west, and south by the City of Richmond. September 22, 2021 - Project is Approved by the County Planning Commission

The County Planning Commission approved County File #CDDP06-03034 on September 22, 2021. 

September 9, 2021 - Project is Scheduled for County Planning Commission

A public hearing for the project is on the agenda for the September 22, 2021 Contra Costa County Planning Commission meeting. Agenda will be posted by September 17, 2021.

June 29, 2021 - Draft Environmental Impact Report (DEIR) Notice of Availability (NOA) Posted

Prior to adoption of the Draft EIR, the County will be accepting comments on the adequacy of the document during a 45-day public comment period; the Draft EIR may be certified at a future date in a public hearing following the public comment period. The Draft EIR can be viewed by clicking on the Plans and Documents tab.

The period for accepting comments on the adequacy of the environmental document will begin on Tuesday, June 29, 2021 and extends to Thursday, August 12, 2021, until 5:00 P.M.  Any comments should be in writing and submitted to the following address:

Notice of Preparation Posted

The Notice of preparation was posted on November 8, 2019
