Streamlined Urban Single-Family & Duplex Housing (Senate Bill 9)

On September 16, 2021, changes to the State Law regarding ministerial approval of an Urban Housing Development (UHD) application and ministerial approval of an Urban Lot Split (ULS) parcel map were enacted. These changes became effective on January 1, 2022. The Contra Costa County Board of Supervisors adopted Ordinance No. 2022-14 on March 29, 2022 that adds Chapter 88-36 for UHD applications of up to two residential units on a parcel and Article 94-4.10 for a ULS parcel map for up to two lots, to the County Ordinance Code.

Ordinance No. 2022-14 became effective on April 29, 2022. The information in the resource documents is intended to assist prospective applicants in preparing an Urban Housing Development Permit application or an Urban Lot Split Parcel Map application. Either application would be submitted online at the ePermit Center (link).
