Pinole Energy Enhancement Rebate Program

Overview

Starting from January 1, 2024, until June 30, 2024, the City of Pinole has allocated funds for the Pinole Energy Enhancement Rebate Program. This program offers extra incentives for qualified energy efficiency or all-electric projects located within the city that participate in existing rebate programs or the County Weatherization Program.

If you're planning a home improvement project in the City of Pinole, you may be eligible for additional incentives or cost coverage if you participate in certain programs. These programs include the Bay Area Regional Energy Network (BayREN) Single-Family Home+ Program, BayREN Bay Area Multifamily Building Enhancements Program, MCE Multifamily Energy Savings Program, and Contra Costa County Weatherization Program.

Funds for Pinole Energy Enhancement Rebate Program rebates are limited. Rebates will be paid out on a first-come, first-served basis through a reservation system.

BayREN Home+ Program

In order to receive rebates for energy efficiency and electrification work completed under the Pinole Energy Enhancement Rebate Program, the project must first go through BayREN Home+ Program for rebates. The current rebate amounts offered per measure under the BayREN Home+ Program are outlined in the chart below, along with the maximum additional rebate amount that the City of Pinole may provide. Please note that properties with four or fewer units are considered "Single-Family" properties in this program.

*Depending on the measure, certain projects may be eligible for additional rebates through Federal or State programs when they become available.

**The “up to” incentive amounts refer to the maximum rebate amount that the Pinole Energy Enhancement Rebate Program would pay out per eligible measure. This ensures that the Pinole Energy Enhancement Rebate Program does not cover more than the total cost of the project when combined with federal and statewide incentives.

***Electrical panel upgrades that increase the electrical panel capacity above 100 amps will be eligible for a maximum rebate of up to $500.

Program Eligibility

To be eligible to receive rebates, properties must meet the following requirements:

  • Be in the City of Pinole,
  • Participate in the applicable existing residential energy efficiency and electrification program (i.e., BayREN Single-Family Home+ Program, BayREN Bay Area Multifamily Building Enhancements Program, MCE Multifamily Energy Savings Program, or Contra Costa County Weatherization Program),
  • Submit an application for the Pinole Energy Enhancement Rebate Program on or after January 1, 2024, and before July 1, 2024,
  • Have no active City of Pinole code enforcement violations,
  • Be compliant with the City of Pinole’s Sewer Lateral Ordinance, and
  • Be compliant with the City of Pinole’s Rental Inspection Program (rental units only).

Please note you will need to submit the following information prior to receiving your Pinole Energy Enhancement Rebate Program rebate:

  • BayREN application number, if your project is eligible for BayREN Home+ or BayREN Bay Area Multifamily Building Enhancements Program rebates;
  • Finaled building permit, if required by the City of Pinole for your project;
  • Project invoice from your contractor or proof of appliance purchase;
  • W-9;
  • Before and after photos, if applicable;
  • City of Pinole Sewer Lateral Ordinance Certificate of Compliance; and
  • City of Pinole Rental Inspection Program Business License & Certificate of Compliance if property is a rental.
