Contract with Syserco, Inc. in an amount not to exceed $1,700,000 to purchase
and install energy efficient heating, ventilation and air conditioning control

APPROVED and AUTHORIZED the General Services Director, or designee, to enter
into an energy service contract with Syserco, Inc. to install energy control
systems at nine locations in Contra Costa County for an estimated 700,000 kWh
reduction in energy demand, resulting in an annual savings of
$199,000.

ADOPTED response to Grand Jury Report No. 0103 "Health Services Department
Financial Management Performance"; and DIRECTED the County Administrator and
Health Services Director to provide opportunities to meet with the Grand Jury
for future discussions.
D.3 CONSIDER directing the County Administrator to prepare a
Request for Proposals to secure the services of a qualified independent firm or
firms to conduct a management audit of the Health Services Department.

Contra Costa Water District, and the East Bay Regional Park District for the
preparation of a Draft Habitat Conservation Plan (HCP) for eastern Contra Costa
County; DECLARED support for the modified set of Principles of Participation (as
compiled by staff with the integrated comments of Save Mount Diablo/Greenbelt
Alliance and the Contra Costa County Citizens Land Alliance with the Principles
prepared by the Contra Costa Council); APPOINTED Supervisors Gerber and Glover
to the Executive Governing Committee of the Joint Powers Authority established
to oversee development of the HCP, Committee Member/Alternate status to be
determined; DIRECTED the Community Development Director or designee provide the
Board with a progress report on HCP development at a minimum of six month
intervals; and DECLARED that the authorization to execute the aforesaid
agreement for the preparation of a Draft HCP is contingent upon the Board's
representatives to the Executive Governing Committee being allowed participation
in selecting a consultant to prepare the East County HCP.

GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance
Code Section 24-2.402, including as the Housing Authority and the Redevelopment
Agency. Persons who wish to address the Board should complete the form provided
for that purpose and furnish a copy of any written statement to the Clerk.
All matters listed under CONSENT ITEMS are considered by the
Board to be routine and will be enacted by one motion. There will be no separate
discussion of these items unless requested by a member of the Board or a member
of the public prior to the time the Board votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS
will be heard when the Chair calls for comments from those persons who are in
support thereof or in opposition thereto. After persons have spoken, the hearing
is closed and the matter is subject to discussion and action by the Board.
Requests for reconsideration of a land use (planning) decision
must be submitted in writing to the Clerk of the Board of Supervisors within 10
days of the Board's decision, and must identify the new information which was
not before the Board of Supervisors when the decision was made.

C.141 DIRECT the Community Development Department, pursuant to

County Recorder assessments for specified persons and premises, for the purpose
of levying liens on the 2001/2002 Tax Bills.
C.142 ADOPT the recommendation of the Town of Discovery Bay
Board of Directors and SUPPORT the application to the State Department of
Alcohol and Beverage Control (ABC) for an off-sale beer and wine license for the
Safeway store to be located at the intersection of Bixler Road and Highway 4,
Discovery Bay area, and DETERMINE that public convenience or necessity will be
served, as recommended by the Community Development Director.
