33.   Negotiation Among Task Force Members Advocates of Competing Approaches (There will be a Negotiation Table where one or more elected officials from each region will be attempting to reach an agreement on the ULL and criteria for change.  Each of the Sub Regions, as well as the Board of Supervisors, will have a place to meet and consider what its representatives are developing at the Negotiation Table)
