The Board of Supervisors has adopted a Small Business Enterprise (SBE) Program to assist in the solicitation and award of contracts to small businesses (particularly local firms whose main office is located in Contra Costa County).

The County Administrator is responsible for the development, implementation, monitoring, and evaluation of the SBE Program and may delegate responsibility to the Affirmative Action Officer or designee.

The SBE Program areas are Purchasing Transactions of $50,000 or less; Professional/Personal Services Contracts of $50,000 or less; and Construction Contracts of $25,000 or less. The objective is to have at least fifty percent (50%) or more of the total eligible dollar base amounts be awarded to SBEs.

For Contra Costa County’s Small Business Enterprise Program, a SBE is:

  • An eligible Small Business Enterprise, as defined by the California Government Code, Section 14837, Chapter 3.5,
    • an independently owned and operated business, which is not dominant in its field of operation;
    • the principal office of which is located in California;
    • the officers of which are domiciled in California, and which, together with affiliates, has 100 or fewer employees; and
    • average annual gross receipts of twelve million dollars ($12,000,000) or less over the previous three tax years, or
    • a manufacturer with 100 or fewer employees
  • Certified by the State of California General Services Department Small Business & Disabled Veteran Business Enterprise (DVBE) Certification.  For SBE and DVBE Directory information go to site.  On the home page click on the Working in CA tab.  Next click on Business Portal.  On the Business Portal page, go to Doing Business with State Government and click on Small Business/Disabled Veterans Business Enterprise Services.  Click on Small Business/Disabled Veterans Business Enterprise Services again.  Click on Find Certified SBs & DVBEs.  On the left side of this page click on Certification Status Search.  Now enter in the name of the business for which you're inquiring.
  • Registration & Certification through Contra Costa County Departments and the General Services Department, Purchasing Division at 925-313-7300 and RFP Depot.
